Benefits for those who apply for a Certificate of Disability

If you or your family have any disabilities, you might want to consider obtaining a certificate of disability to receive various benefits.

There are three types of certifications for persons with disabilities in Japan:

1)Physical Disability Certificate (身体障害者手帳、Shintai-Shougaisha-Techo)
        For people with physical disabilities

2)Rehabilitation Certificate(療育手帳、Ryo-Iku-Techo)
       For people with intellectual disabilities

3)Mental Disability Certificate(精神障害者保健福祉手帳、Seishin-Shogaisha-Fukushi-Techo)
For people with mental illness or disabilities, including epilepsy and developmental disabilities.

They all have multiple grades depending on the level of the disability.

What are the benefits?

If you have any of the above certificates, you are eligible to receive benefits such as transportation subsidies (e.g. charging SAPICA, taxi tickets, gasoline tickets), reduction of or exemption from NHK fees and telephone charges, special allowances and deductions.

Discounts are also available for certificate holders at many public and private facilities in Sapporo (e.g. public sporting facilities, cinemas, museums) as well as for transportation fees (e.g. JR, bus, and subway fares).

Please note that the benefits depend on your diagnosis and level of disability.
